My uninformed opinion so far, based on transcripts and commentary:
Kerry's "global test" thing is just stupid. Particularly when it comes to preemptive war. Now, I'm opposed to preemptive war on principle, and I don't think the President SHOULD have the authority to launch a preemptive strike (or any other aggressive action without a Congressional declaration of war). However, once you've sold your soul to Executive-driven War Power, it's absurd to then talk about a "global test" - as if the UN or some ambiguous coalition trumps the Congress, who are already out of the loop for 60-90 days.
Bush is a genuine doofus. And the emphasis is on genuine - his positions may be stupid and wrong-headed, but at least they are clear. Even with phrases like "the wrong war in the wrong place at the wrong time", Kerry comes off completely unable to articulate his position, because every sentence surrounding this sound bite appears to contradict it in some way.
Idiots, both of them. Everyone buckle your seat-belts for Four More Years of Stupidity.
