Just for the record, the Federalist Papers were written in 1787-88 in
support of a Federal Constitution, long after the Revolution.

At least by trying to cite a work of political philosophy, Cory was suggesting that anonymous works could be important. By changing it to "founding America," he's saying that anonymous works are important for overthrowing governments, which isn't exactly the right argument to convince lawmakers.
