That story might easily have qualified for Robb's "Cops Suck" series. Maybe: "Cops Suck: Special Animals Unit."

First, people would be surprised at how many motor vehicle fatalities occur at the scene of, and because of, a pre-existing accident scene. No matter how hard the cops work in controling a scene, they cannot account for every variable. Throw in 200 goats leaping across a roadway, and you are asking for trouble.
Sure, they had dogs. Those hearding dogs are quite good. But they typically do not have to deal with crazed, injured, panicky goats. One or two of those little buggers charging across a road and you end up with someone dead.
So, yes, I was horrified by that story. But I'd rather defend the cop who let the goats die than the one who "allowed" a family to be killed because he cared too much.
